Investigate the allegations of human rights violations and related issues following terrorist attacks by ARSA with a view to assigning accountability for any human rights violations and related issues that may have occurred.


In the discharge of its mandate, ICOE will be guided by the laws of Myanmar. In this regard, the Investigation Committees Act 1950 will apply to ICOE. ICOE will have reference to international human rights law and international humanitarian law, where applicable.


ICOE shall have the cooperation from the Government of Myanmar, as well as Region, State and other relevant authorities. Such cooperation shall include complying with requests for information, assistance in collection of data/information and testimony from central and local authorities of all branches of government, including military and police authorities.


The Government of Myanmar will provide appropriate security arrangements for the members of ICOE and support staff.

Protection for all those who are in contact with ICOE in connection with the investigation, including victims and witnesses; no person shall as a result of such appearance or information, suffer harassment, threats, acts of intimidation, ill-treatment, reprisals or any prejudicial treatment.


ICOE will take into account all available sources of information that it considers to be relevant and reliable.


ICOE may undertake study/investigate visits to relevant areas to obtain direct and first-hand information relevant to the discharge of its mandate.


ICOE may if considered necessary, make a call for written submissions in order to provide an opportunity to any interested person or group to address the ICOE.


ICOE will be guided in its activities by the principles of independence, impartiality, objectivity, discretion, transparency, confidentiality, integrity and professionalism.

The Chairperson of ICOE, shall submit the Commission’s reports with its recommendations to the President of the Republic of the Union of Myanmar within 12 months of the establishment of the Commission.

The Chair of ICOE will be the spokesperson.
